This is so wonderfully absurd (which government office do you go to for a reincarnation permit??) that I've seen it mentioned a couple of times.
But what about my own immediate question on the whole silly thing -- "Communists" are officially "Dialectical Materialists", so there cannot be any such thing as reincarnation. They insist that only under their regulation is something which they deny can exist is legitimate.
